What does home delivery of alcohol mean?
A revised alcohol law will come into force in Finland, which will allow for the delivery of alcoholic beverages directly to customers. In practice, the reform means that alcohol ordered from, for example, a grocery store, kiosk, gas station, restaurant or Alko can now be delivered to your home or other permitted address, in the same way as other online store orders.
Responsibility is increasingly shifting to the driver
The reform also brings with it a new responsibility: because alcohol is no longer handed over only at the store counter, but directly to the door or another delivery location, monitoring the age limit, state of intoxication, and delivery rules will increasingly be the responsibility of the driver!
Delivery passport ensures competence
For this purpose, the law has introduced a delivery passport, which is a personal qualification that demonstrates that the driver is familiar with the rules and operating instructions related to the delivery of alcohol, and which is required of every person transporting and delivering alcoholic beverages.

When is home delivery of alcohol allowed?
News about the reform of the alcohol law often mentions July 2026, but this date only applies to the law coming into force, not when home deliveries will actually start.
The law will progress in three stages, and this should be understood before planning schedules:

1. The law enters into force – Friday, July 3, 2026
The revised Alcohol Act comes into force. This begins a transition period during which the industry must prepare for the upcoming changes.
2. Application for delivery permits begins – November 2026
Four months after the law comes into force, companies can start applying for a permit to supply alcoholic beverages. This is a prerequisite for a company to be able to supply alcohol to consumers at all.
3. Deliveries can start – January 2027
Six months after the law comes into force, actual home deliveries of alcohol can begin. By then, both the company and its drivers must have the necessary permits and qualifications.

Who needs an Alcohol Delivery Passport?
A delivery passport is required for every person who transports and delivers alcoholic beverages to consumers as part of their work, regardless of which company or industry they work for.
Food couriers
Do you work as a food delivery service, for example, for Wolt? If you deliver alcohol as part of food orders, you need a delivery pass, just like a store or restaurant's own driver.
Retail drivers
A person working as a driver for a grocery store, kiosk, gas station or Alko needs a delivery pass every time they transport and deliver alcoholic beverages to a customer's home or other delivery location.
Suppliers for breweries and estate wineries

How do I complete a delivery pass?
A delivery passport cannot be purchased directly from any service provider — it can only be issued by certain government-approved entities, such as vocational schools, liberal arts colleges, polytechnics, or universities.
Obtaining a passport always requires passing the passport application test, which must be offered in Finnish, Swedish and English.
